Some ideas:
1- number format of Windows is not US
2-System Locale of Windows is not US
3-Antivirus program may have blocked loaders

Thanks for your reply. I applied all above-mentioned recommendations. but, once I apply the patch files, the application is stop starting and I have the message (Loader Data not found). Please advice.
