Try to make exclusion in windows defender on that folder, and files in that folder. Then copy dll again.

This only works on version 2024 (Version 25), because that's where the DLL activator was generated. Install version 2024 and everything will be fine.

I'm saying this because I tested it on versions 2017 and 2021 and neither worked, only on 2024.
