1. Introduction
The discussion on early warning systems (EWS) was intensified during the final year of the International Decade of Natural Disaster reduction (IDNDR) and is well documented in Zschau and Küppers (2003). Under the restructured international effort for disaster mitigation, the International Strategy for Disaster Reduction (ISRD, ), early
warning plays again a key role, with a broad view within the international community that 1. the
technical feasibility for early warning has significantly increased
during the past years 2. the concept of early warning should be based on a broader concept, that
puts it right in the centre of disaster management.
